Heavy Rain Swamps Highway in Port Arthur, Texas

The National Weather Service issued a flash flood emergency for multiple regions of southeastern Texas as rain brought on by Tropical Depression Imelda hit the area on September 19, swamping the roads of Jefferson County.

This livestreamed footage, shot by Chuck Vincent, shows the flooded highway 365 in Port Acres, a section of Jefferson County’s Port Arthur metropolitan area.

Vincent can be heard in the footage chastising local officials for failing to initiate emergency flood prevention procedures, comparing the situation to Hurricane Harvey’s impact on Texas in 2017, and explaining that the water on the road reached his knees.

Forecasts on September 18 indicated that Port Arthur was expected to receive an estimated 5 to 7 inches within a 24-hour period, 12 News Now reported, in addition to the 2 to 3 inches that had fallen on Wednesday. Credit: Chuck Vincent via Storyful
